Stakeholders consulted on energy performance of buildings revision

The European Commission has launched a public consultation on the recasting of the Energy Performance of Buildings Directive (EPBD). The consultation takes the form of an online questionnaire. All interested parties must respond by 20 June 2008. The commission will use the collected information in the revised EPBD, due by the end of 2008.
The European Commission has identified the EU buildings sector as playing a vital role in achieving EU policy objectives, but the slow uptake of available energy-efficiency measures has disappointed the commission. In revising the EPBD, the commission will focus on narrowing the gap between the energy-saving potential in the buildings sector and the actual implementation of energy-saving measures.
In the paper, the commission identifies some of the key factors that have hampered efficiency improvements, including vague formulation and definitions in some articles of the EPBD, 1000m2 threshold of application, tenant-owner problems, lack of financing for energy-efficiency improvements and the heterogeneous nature of both building stock and ownership.
Measures under consideration as part of the review process include strengthening of the energy-performance certificates system, better enforcement and proper sanctions, tougher inspection requirements for boilers and air-conditioning systems, strengthening of minimum energy performance requirements and setting requirements for individual components (walls, windows, etc.).
