Europarlement voor aanscherping EPBD

On 23 April the European Parliament held its vote on the Energy Performance of Buildings Directive (EPBD) during its plenary session in Strasbourg. Silvia-Adriana Ticau (PES, RO) drew up the legislative report, which Parliament adopted by a large majority of 549 votes in favour, with 51 votes against and 26 abstentions.

Under the revised EPBD, buildings built after 31 December 2018 will have to produce as much energy as they consume on-site. Parliament also wants member states to set intermediate national targets for the percentages of existing buildings that should be zero energy by 2015 and by 2020, respectively.

Minimum requirements
The proposed revision of the EPBD sets the requirement for buildings undergoing major renovation to upgrade to meet at least minimum energy performance requirements. Member states will continue to set the minimum energy performance requirements, however. The commission will have to establish a common methodology for calculating the energy performance of buildings by 31 March 2010.

National action plans
Under the new provisions, member states have until mid-2011 to draw up national action plans that outline financial instruments for improving the energy efficiency of buildings, such as low-interest loans, fiscal rebates on income or property taxes or requiring energy suppliers to offer financial assistance to consumers.

Likely resistance
When council discusses the text, they will likely resist some of the Parliament’s proposals. With the elections of the Parliament due in June, a final agreement between the two institutions will not be possible until the second half of the year.
